Keynote

Jagan Chapagain

Under Secretary General for Programmes and Operation
IFRC

Jagan Chapagain is the Under Secretary General for Programmes and Operation at the International Federation of Red Cross and Red Crescent Societies (IFRC). He has spent more than 25 years with the IFRC. He was Chief of Staff in Geneva, managing the Office of the Secretary General before assuming the current role in June 2017. From 2011 to 2015, as Regional Director for Asia and the Pacific, he provided leadership in responding to large scale humanitarian crises. Previously, he held various leadership positions including Head of Operations for the Asia Pacific region, Head of Regional Delegation for Central Asia and Senior Regional Officer for South Asia in Geneva. 

Caroline Faraj

Caroline Faraj, VP Arabic Services, joined CNN in 2001. Since then she has overseen the content and management of the CNN Arabic site, which she launched in 2002. In 2014 she led the site’s comprehensive re-launch to embrace rapidly evolving consumer needs.
Based in Dubai, she has overseen CNNArabic during a time of great regional upheaval, over a period which has encompassed the US-led invasion of Iraq, the Arabic spring and the rise of Islamist militant group ISIS.
Before joining CNN, Faraj’s previous roles included senior political reporter for Al Rai – the leading Arabic daily newspaper in Jordan, managing editor for English-language newspaper the Jordan Times and regional correspondent for the US Defense News. She has also help position in London for Dubai TV and in Jordan for Bahrain TV. She also conceived and hosted Jordan’s first morning television talk show Youm Jadid.
Faraj was born in Amman, Jordan. She has a bachelor of arts in Journalism and Mass Communications – radio and television from Yarmouk University in Jordan and a master of arts in International Journalism from City University in London. Faraj is fluent in both Arabic and English.

Rex Alamban

Head of IOM Office
International Organization for Migration (IOM) Turkey

Rex Alamban is currently the Head of IOM Office in Gaziantep, covering the East, South-east, and Mediterranean Region of Turkey.  He joined the International Organization for Migration (IOM) in 1998 and has since taken various international assignments in Kosovo, Afghanistan, Iraq, Sri Lanka, Pakistan, Philippines, Nepal, and Turkey.  He specializes in managing Emergency Response, Early Recovery, and Community Stabilization Programmes.  Among others, he headed the IOM Operations in Iraq for populations affected by conflict from 2008 to 2014, the Typhoon Haiyan Response in the Philippines from 2013-2015, and the Earthquake Response in Nepal 2015.   He holds bachelor’s degrees in Mathematics and Philosophy from Xavier University in the Philippines, and a Master’s degree in Supply Chain and Humanitarian Operations Management from Universita della Svizzera Italiana (USI) in Lugano, Switzerland.  He is from the Philippines.

Maha Barakat OBE PhD FRCP

Director General
Health Authority Abu Dhabi

Dr. Maha Barakat held the post of Director General of the Health Authority Abu Dhabi 2013-2017. Previously, she was the Co-Founder, Medical & Research Director and Consultant Endocrinologist at the Imperial College London Diabetes Centre in Abu Dhabi.

She has been a member of the Social Development Committee of the Executive Council of the Government of Abu Dhabi, and Board member of several Government of Abu Dhabi-related entities including the Board of Trustees of Khalifa University, the Family Development Foundation, the Quality Conformity Council, and the Statistics Centre. Internationally, she was appointed a member of the “Roll Back Malaria” Partnership Board.

For her work to the community in the UAE, she was appointed an Officer of the Order of the British Empire (OBE) in 2010, was awarded the Abu Dhabi Prize in 2011, and given the Imperial College Medal in 2013.

Houssam Chahin

Head of Private Sector Partnerships

Houssam has more than 18 years of experience in partnership building, stakeholder relationship management and business development in both the not-for-profit and governmental sectors. Specialized in fundraising campaigns, stakeholder engagement, strategic planning, and donor management, Houssam launched new business development and fundraising programs, in world-renowned institutions such as Greenpeace, Abu Dhabi Environment Agency, and UNHCR. Since 2011, Houssam is overlooking private sector partnerships for UNHCR in the GCC counties, and since 2015 for the whole MENA region.

Simon Conesa

Global Logistics Advisor
Norwegian Refugee Council

Simon Conesa started his career as a scientist, pursuing a PhD in analytical chemistry & designing innovative quality control systems. After pursuing an international MBA at the Instituto de Empresa business school, he focused his career in international development when joined Dr. Prashant Yadav at the MIT-Zaragoza Logistics Center mapping pharmaceutical supply chains in Africa & the Middle-East. Consultancy work followed for UNICEF’s Supply Division to improve supply chains by using mobile technologies in the field. This work inspired him to create the Global Health Consortium, a collaborative LinkedIn group with over five hundred leading professionals. Furthermore, this work was key in becoming an Advisor for the Best Practices and Innovation working group at the UN Commission on Life-Saving Commodities for Woman and Children in 2012.

As an independent consultant, he served as project manager for a USTDA-funded project to improve the pharmaceutical supply chain for the Ministry of Health in Egypt from 2011 to 2014. Concurrently during 2013, he worked as a supply chain consultant for a World Bank-funded project to improve access in underserved areas in the Republic of Moldova. After joining MSH in 2014, he worked as the lead technical advisor for health systems strengthening in Ukraine, including the high-level design of the pharmaceutical reimbursement policy, and synergistic-specific interventions, such as enabling the use of framework agreement contracts and establishing price monitoring and price referencing mechanisms. Additionally, he designed an intervention to improve access to medicines for non-communicable diseases in Kenya in a partnership with Novartis. His current position as Global Logistics Advisor focuses on the digitalization of their entire Supply Chain.

Dr. Abdourahmane Diallo

Health Advisor to the President of the Republic of Guinea
Former Minister of Health
Republic of Guinea

Dr. Abdourahmane Diallo is serving as the Minister, Health Advisor to the President of the Republic of Guinea since June 6, 2018. He is a Medical Doctor with a Master degree in International Public Health from the Johns Hopkins University School of Public Health, Baltimore, Maryland.

Prior to that, he served as Guinea’s Minister of Health for two and a half years. Under his leadership, Guinea won the battle against the Ebola virus disease outbreak, the circulation of the poliovirus, and significantly reduced the prevalence of malaria from 44% to 15%. In addition, he oversaw the implementation of free antenatal care and deliveries (including cesareans) to reduce maternal and neonatal mortality. Dr. Diallo also initiated and led multiple reforms of the Guinean health system, including strengthening epidemic preparedness and response capabilities, routine immunization, and public health supply chain management. Some of Dr. Diallo’s priorities included improving Infrastructure and Human resources for health in rural areas. His flagship reform remains the design and launch of a robust community health system with a package of 17 preventative, curative, promotive and rehabilitative health interventions in the country.

He also served for more than 5 years as the Director of Public Health Supply Chain Systems Strengthening for the Public Health Task Order of the USAID | DELIVER PROJECT, funded by the United States Agency for International Development (USAID) and implemented by John Snow, Inc. (JSI). 

Chibuzo Eneh

Assistant Director
Supply Chain & Logistics Unit Lead in Health Emergency Preparedness and Response Directorate
National Center for Disease Control Nigeria

Chibuzo Eneh is a public health professional with a focus on supply chain and logistics, working with the Nigeria Centre for Disease Control.

Since January 2016, she has led the national logistics and supply chain management Team at the country’s national public health institute. In addition to this, she is part of the Team that has led on the development and implementation of a national emergency preparedness and response plan for Nigeria. This role entails strategic planning and creating an efficiently managed and evidence-based organization with a clear focus on health promotion and disease prevention.  Also, Chibuzo has led aspects of outbreak response activities, specifically for Lassa fever, monkeypox, yellow fever and cholera.

In addition to the above, Chibuzo has 16 years’ experience working on Quality Management Systems and good manufacturing (GMP) inspections of Pharmaceutical manufacturing facilities. She was a pioneer staff of the quality management system of drug evaluation and research directorate of the National Agency For Food and Drug Administration and Control (NAFDAC) where she was responsible for leading and providing guidance to Pharmaceutical manufacturers and Inspectors on GMP. She has extensive experience in quality improvement, capacity building, and guideline & policy development for pharmaceutical manufacturers and the Nigerian food and drug regulatory health system.

Chibuzo is keenly interested in public health leadership, supply chain and logistics in the context of outbreaks. She co-led the country’s Joint External Evaluation and has very strong management skills with a track record of achieving targets to drive change and advance health policy solutions.

Nathalie Imbault

Global Development Programme Manager
Coalition for Epidemic Preparedness Innovations (CEPI)

For the past twenty years, Nathalie has worked in the field of vaccine development for both profit and non-profit organizations, last nine years of which were for the European Vaccine Initiative (EVI), two years for the Meningitis Vaccine Project and nine years for GlaxoSmithKline.

Since 1996, she joined SmithKline Beecham France to work on the pediatric combo, pneumococcal vaccine, HSV and Flu prophylactic vaccines. In 2003, she moved as Clinical Operations Manager to the Meningitis Vaccine Project a partnership between PATH and WHO. As part of her duties, she set up a multicultural project team, with remote partners in India, USA, and Europe, which initiated the phase I vaccine trial in India. In 2005, she was called to lead the clinical operations for the development of a pneumococcal vaccine in ID Biomedical, Laval, Canada.

In 2007 she joined the European Vaccine Initiative, (formerly European Malaria Vaccine Initiative) as Clinical Operations Manager in Copenhagen, Denmark, until 2010, when she took the responsibility of the quality assurance and the external relations of the organization. In 2012 she was promoted Quality Assurance, External Relations, and Communication Director, and in 2013 Secretary of the Governance of EVI in Heidelberg, Germany.

She joined the Coalition for Epidemic Preparedness Innovations (CEPI), as Global Development Programme Manager, on 12th March 2018. She is in charge of the management of three projects for Lassa fever, Nipah, and MERS-CoV vaccines candidates.

Dr. Georges Ki-Zerbo

Head of Country Office & Representative to Guinea-Conakry
World Health Organization (WHO) African Region

Dr. Georges Ki-Zerbo is a Medical Doctor and International Health and Development expert specialized in Infectious Diseases, Epidemiology and community health. He is currently the WHO Head of Office and Representative in Guinea based in Conakry.

Following work as clinician lecturer and researcher in Senegal and Burkina Faso, he joined the WHO in 2004 at the Regional Office for Africa (Harare, Zimbabwe and Brazzaville – Congo) as Regional Adviser for HIV Care and Treatment (March 2004-November 2006), then as acting WHO representative in Equatorial Guinea (November 2006 to March 2007) and from November 2006 to March 2007 as Malaria Programme Manager (WHO/AFRO Brazzaville). He has coordinated various programs including the Communicable Diseases Program Area for HIV/AIDS, Tuberculosis, Malaria and Neglected Tropical Diseases (WHO/AFRO Brazzaville) and the WHO/AFRO Inter-country Support Team for Central Africa based in Libreville, Gabon. During the Ebola Virus Outbreak, he contributed to establish the PHEOC (Public Health Emergencies Operations Center) in July 2014.

He is committed to the attainment of the SDGs through evidence based, quality and cost-effective interventions taking into account policy, socio-cultural and economic determinants and risk reduction, and believes in country engagement and ownership, policy dialogue and partner’s harmonization and alignment accelerated progress towards Universal Health SDGs.

Charan Malemarpuram

Director of Engineering

Charan is passionate about applying technologies to solve last mile problems. As Director of Engineering, he oversees some of Logistimo's most distinctive work, including its flagship supply chain platform that enables nations and corporations across the globe to provide essential goods to the last mile. Prior to joining Logistimo in 2014 Charan worked at Cognizant for nearly a decade where he played various engineering roles including some key leadership roles. During his tenure, he worked in search and web technologies for Ask.com, Usage analytics platform for dictionary.com, and on enterprise tax calculation software for ADP. Born and raised in Andhra Pradesh, Charan holds an Engineering degree in Computer Science.

Azuka Okeke

Azuka is a Regional Director for the Africa Resource Centre and also the Country Lead for the Nigeria ARC. She has a strong professional background in health system strengthening with specializations in public health supply chain management and project leadership. She is an expert in public sector engagements with demonstrated competence in facilitating partnerships with the public and private sectors to strengthen health systems. She has also served as a project officer under the WEF platform where she led several partnership engagements with a State in Nigeria and global private sector companies such as Novartis, Nestle, and Becton Dickinson Company. 
 
Her current focus is on facilitating talent development in supply chain management in the country. She is leading her team to set up a Pan African Supply Chain and Logistics Excellence Centre in collaboration with MIT.  The centre will focus on innovations, research, and education and will strengthen supply chain systems behind public services. 

Dr. Rajata Rajatanavin

Dr. Rajata studied medicine at the Faculty of Medicine Ramathibodi Hospital, Mahidol University. After graduating in 1975, he entered residency training in Internal Medicine at the same institution. He then served as a research and clinical fellow in the division of Endocrinology and Metabolism at University of Massachusetts Medical School in Worcester, Massachusetts (1981-1983).

Dr. Rajata joined Department of Medicine Ramathibodi Hospital in 1983 as an instructor in medicine and became a professor of medicine in 1994. He has dedicated his professional career to teaching, medical service and research. His research focused on two areas: iodine deficiency disorders (IDD) and metabolic bone disease, specifically osteoporosis. His work on IDD has assisted the Ministry of Public Health in creating strategies for eradication of IDD, which is the major cause of preventable cognitive dysfunction. Dr. Rajata’s work in osteoporosis has alerted the Thai medical society to the adverse effects of osteoporosis, particularly decreased longevity, reduced quality of life, and economic loss.

Dr. Rajata became chairman of the Department of Medicine at Mahidol University 1997 and later became the Dean of Faculty of Medicine. Dr. Rajata assumed the position of President of Mahidol University in December 2011. The university is ranked first in the country by the Office of Higher Education in 2017. He also served as Minister of Public Health of the Royal Thai Government during 2014-2015. He is now an Advisor to the Dean and Chairman of the Board of Ramathibodi Hospice and Elderly Care Research and Learning Center, Faculty of Medicine Ramathibodi Hospital, Mahidol University, Bangkok, Thailand.

Sarah Rich

Senior Advisor for Sexual and Reproductive Health
Women's Refugee Commission

Sarah Rich is a Senior Advisor for Sexual and Reproductive Health at the Women’s Refugee Commission. She has worked in sexual and reproductive health, gender, and poverty reduction advocacy, programs, and evaluation for 15 years across a wide range of settings, including Nigeria, DRC, Pakistan, Malawi, Senegal, India, and the United States. She currently leads WRC’s work on improving access to reproductive, maternal, newborn, child, and adolescent health and nutrition services in Northeast Nigeria through community and primary health care programming. She also co-leads the Inter-agency Working Group on Reproductive Health in Crises’s sub-working groups on Supplies/Logistics and Voluntary Contraception. Prior to joining WRC, Sarah was a Senior Technical Advisor for the International Consortium for Emergency Contraception, where she led advocacy strategies to integrate emergency contraception into reproductive health and post-rape care efforts at the global and national levels. She also co-chaired the Family Planning Technical Resource Team of the UN Commission on Life-Saving Commodities for Women and Children. Sarah received her Master's in Public Affairs with a focus on International Development from the Woodrow Wilson School of Public and International Affairs at Princeton University.

Julie Rochon

Impact Business Development Director
Optel Group

Julie Rochon leads the deployment of OPTEL Group’s supply chain strengthening technologies in Low and Middle-income countries.

She joined Optel in 2017 to design and implement an Impact business development strategy geared towards increasing access to quality-assured, essential and life-saving commodities in areas of the world where supply chains remain asymmetrically developed.

Because of her experience in global health and her background in public administration and policy, she champions strategic engagement with stakeholders from the private, non-profit and public sectors. She also promotes the design of ecosystem-centric business models that allow all actors involved in the supply of essential commodities to adopt cost-effective and innovative traceability technologies, which will contribute to the socio-economic development of communities, all the way to the last mile.

Aligned with SDGs, OPTEL Impact’s overarching objective is the optimize and secure supply chains in LMICs by 2030.

Sidarth Rupani

Regional Director, Africa, Middle East & India Public Health Sector
Llamasoft

Sidharth Rupani supports LLamasoft’s customers and partners in Africa, India, and the Middle East. In his 6 years at LLamasoft, he has managed and executed a number of global health supply chain design projects in various countries. Across these countries his work has focused on designing and evaluating the right supply chains for health systems – covering essential and program medicines, vaccines, and diagnostics. He has also led private sector supply chain design engagements across a variety of industries including retail, food and beverage, chemicals, and FMCG.

Prior to LLamasoft, Sidharth was a Senior Consultant in the Inhouse Consulting group of global logistics leader, DHL. At DHL, he advised top executives in DHL’s business units (Global Forwarding, Supply Chain, Express) as well as DHL’s most important customers. 

Sidharth obtained his PhD from the Engineering Systems Division at MIT, where his research focused on the processes of product design and development at large engineering companies. At MIT, his work received an IBM fellowship awarded to projects that had potential to deliver strategic and operational value to today’s most innovative companies. He completed his bachelors in Mechanical Engineering at Worcester Polytechnic Institute, where he was selected as the best undergraduate student.

Sidharth was born and raised in Mumbai, India and has a deep interest in helping organizations in Low and Middle Income Countries navigate their supply chain challenges

Tenly Snow

Community Manager
OpenLMIS

As the OpenLMIS Community Manager, Tenly works with a broad variety of stakeholders to form strategic partnerships, build consensus within the community, and identify new opportunities for OpenLMIS. Tenly facilitates dialogue between partners and supports open, transparent processes for community engagement.

Tenly comes from a background of international development, having worked primarily in West Africa for over ten years on supply chain management and logistics. Tenly is a fluent French speaker and is currently based in Missoula, Montana.
